Project description: 

The project Water and Sanitation in the Federation of Bosnia and Herzegovina (WATSAN FBiH) is the subject of a loan agreement between the state of Bosnia and Herzegovina (BiH), represented by the Ministry of Finance and Treasury (MFT) and the European Investment Bank (EIB) signed in 2008. It comprises investments in water supply, water treatment, wastewater collection and wastewater treatment in some twenty municipalities throughout FBiH. The total investment is estimated at around EUR 121.3 million.

To date, considerable support to the programme’s implementation has been provided through the Western Balkans Investment Framework (WBIF) - IPF 7 through Technical Assistance grants. In June 2017, the WBIF agreed to the provision of further support to the WATSAN FBIH Programme and approved a grant (referenced WB17-BiH-ENV-01, of EUR 1.3 million). Implementation of the associated Technical Assistance assignment was allocated to the IPF7 Consultant, a consortium led by Hill International.

 

Service description: 

Inception

  • Preliminary meetings, coordination and agreement on the assignment with the key stakeholders and other relevant sectoral institutions and organisation of all the aspects of the start of the assignment
  • Review of previous studies, reports, background information, perform a thorough assessment of the ToR and the actual situation and recommend necessary amendments
  • Analysis of the relevant legislation
  • Preparation of the preliminary plan of work

Preparation/update of technical documentations (FS, PD & DD) for sub-projects

  • Preparation/revision of feasibility studies (FS) for treatment plants (WWTPs & DWTPs)
  • Review of available relevant engineering reports, data and documents
  • Institutional assessment
  • Evaluation and recommended alternatives for water and/or wastewater treatment
  • Financial & economic analysis
  • Environmental assessment 
  • Project implementation plan
  • Preparation of Preliminary Design (PD) and Detailed Design (DD) for treatment plants WWTPs & DWTPs) and networks / collectors
  • Determine the general layout of the components of the system and the basic design parameters of the DWTPs/WWTPs

Preparation/revision of tender dossiers (TDs) for drinking water (DWT) and/or wastewater treatment plants (WWTP) in close cooperation with the concerned PITs

  • The TDs will be prepared in accordance with the FIDIC Conditions of Contract for Plant and Design-Build (Yellow Book) and/or the national legislation (local procedure)
  • Review of basic data and calculations for the design criteria (flows and pollution loads, effluent standards, sludge quality);
  • Review of the concept and solutions for the water and/or wastewater treatment plant (including sludge treatment) identified in the Preliminary Design/ Detailed Design;
  • Development of the Employer’s Requirements, including technical specifications, in accordance with the Preliminary Design / Detailed Design;

Technical assistance to the PMU/PITs in the management of public procurement procedures

  • Technical support with the management of public procurement procedures, such as (i) formulation of points of view on submitted bids; (ii) formulation of requests for clarification; (iii) support in the preparation of the Tender Evaluation Report.
  • Preparation of a capacity building programme for the FMoAWMF, the PMU and the PITs, including on-the-job training throughout the duration of the assignment.
Objectives: 

The assignment has a twofold purpose:

  • Preparation of technical documentations for sub-projects (e.g. feasibility studies, preliminary designs, detailed designs, tender dossiers) to further develop water and wastewater infrastructure in the project area; and
  • Capacity building to ensure that the human resources necessary for the operation and maintenance of the new facilities are in place.

The specific objectives of this Technical Assistance are as follows:

  • Assist the municipalities/project implementation teams (PITs) in the development of technical documentations for sub-projects and strengthen the local capacity for project preparation, i.e. assessment of existing facilities, preparation of technical documentations (e.g., feasibility studies, preliminary designs, detailed designs) and tender dossiers for drinking water and wastewater treatment plants in line with the national legislation (local procedure), the EU and the IFI requirements and standards;
  • Support the PMU/PITs in the management of public procurement procedures covered by this assignment.


 

Result: 
  • High-quality preparatory measures for the development of technical documentations for drinking water and wastewater treatment plants in the Project area, ensuring coherence of objectives, targets and measures and compliance with the national, EU and IFI requirements and standards;
  • Technical documentation for the construction of drinking water and wastewater treatment plants in the Project area, including feasibility studies, preliminary and detailed designs as required, and tender dossiers for works in accordance with the national legislation (local procedure) and the FIDIC Conditions of Contract for Plant and Design-Build (Yellow Book);
  • Increased capacity of the main beneficiaries through transfer of knowhow on project development and financing techniques.
