Project background: 

The Government of Guinea-Bissau has requested resources from the World Bank to finance a project in support of the transport sector in general, including the rehabilitation of part of the land network of national/regional or local interest (rural tracks).

Service description: 
  • Assistance in the monitoring of works contracts and control of rural roads development works
  • Quality management/assurance
  • Analysis of the return on the taxes and charges currently collected by the Road Maintenance Fund
  • Benchmark with other countries
  • Exam room remodeling and on-site signalisation
  • Suggestions to roadside hazard management
  • Updating on driving license requirements  
  • Model raising awareness plan 
Objectives: 

Overall objective:

The main objective of this service is to provide technical assistance to ministries and institutions in charge of transport services and infrastructure (Ministry of Public Works, Housing and Urban Planning, Ministry of Transport, Road Maintenance Fund).

Specific objective:

  • Improving road safety (Ministry of Transport);
  • Improving the mobilization and management of resources for road maintenance (Ministry of Public Works, in conjunction with the Ministry of Finance and other stakeholders);
  • Improvement of the programming and execution of road maintenance (Ministry of Public Works);
  • Improving the management of infrastructure projects (Ministry of Public Works).
Result: 

The expected results of this assistance are as follows:

  • road safety is improved, and in particular users have a better command of the new Highway Code and driving rules, and tickets are more secure;
  • The Government has mechanisms to mobilize more resources for road maintenance;
  • the Road Maintenance Fund is better managed, in particular operating expenses are under control, accounts are reliable and regular audits are conducted;
  • road maintenance is carried out more efficiently;
  • the infrastructure projects and in particular the present Rural Transport project are managed effectively and efficiently by the services of the Ministry of Public Works.
