Project background: 

This technical assistance falls under the Agri-Connect Programme, which has an overall objective to contribute to inclusive economic growth, private sector development/job creation in the agricultural sector and increased food/nutrition security. The technical assistance aims to ensure the achievement of the expected results of the rural roads component of the Agri­Connect Programme and strengthen the institutional capacities of the Tanzanian Urban and Rural Roads Agency (TARURA) and Roads Fund Board (RFB) to efficiently and effectively implement the rural road infrastructure development and maintenance programmes. TARURA was officially inaugu-rated in 2017.

Service description: 
General management of the programme, in particular the following:
 
  • Support financial and technical implementation, as well as monitoring;
  • Appraise, develop and deliver appropriate capacity building measures related to technical auditing, engi-neering design, procurement, works contracts admin-istration/supervision and reporting;
  • Appraise, develop and deliver appropriate capacity building measures related to risk management, envi-ronmental/social/safety frameworks, monitor-ing/evaluation and managing road reserves;
  • Develop and implement an asset management system and train the beneficiary in its application;
  • Elaboration of various planning documents and re-ports; and 
  • Ensure project accountancy.
Objectives: 
  • Follow up, monitoring and reporting of the rural roads sector budget support (SBS) operation of the Agri-Connect programme is ensured;
  • Institutional capacity of RFB is strengthened (i.e. roads maintenance monitoring, financing, auditing, overload control support measures etc.);
  • TARURA is supported in their role as contracting authority in the implementation of the road works to be financed under EU support; and 
  • Institutional capacity of TARURA is strengthened.
