The target group of the project is the rural population in the selected sub-regions of Northern Uganda (Acholi, Lango, Teso), especially agricultural smallholders and farmers organisations, as well as providers and users of market and transport services. Since agriculture is the main source of income for around 70% of the population in the regions, a widespread impact is expected. Further beneficiaries include other economic actors along the value chain, refugees and international trading partners, as well as district local governments of the participating districts, agricultural service providers, retail traders and local market managers. Positive spill-over effects and development impulses are expected for Northern Uganda as a whole.
Stakeholder engagement and participation of the target group, especially in the selection, implementation and use of investments, is an important condition for project success and thus integrated into the project concept. The project will apply a bottom-up approach, involving the respective communities directly in the prioritisation and planning processes necessary for the selection and implementation of investments. This is in line with established processes, as District’s Local Governments regularly engage in community interactions at various administrative levels in the formulation of their investment plans.
