Project description: 

The Programme will involve: (i) the Colombia in Peace Fund (FCP) as recipient and executing entity, (ii) the Agency for Territorial Renewal (ART) as responsible technical entity. As well as (iii) the mayors' offices of the selected municipalities in the department of Caquetá (Morelia, San José del Fragua and Valparaíso) and, (iv) the community organisations of the selected villages (Community Action Boards - JACs or Base Organisations -ODBs) of these municipalities.

The Programme will cover:

  1. Investments in the network of public tertiary roads in three selected municipalities in the Department of Caquetá (Morelia, San José del Fragua and Valparaíso), which were prioritised by the local population in the framework of the participatory process for the elaboration of the Action Plans for Regional Transformation (PATR) of the Caguán Basin and Piedemonte Caqueteño sub-region, under the leadership of the ART (Measure I: Prioritised infrastructure investments);
  2. Measures to ensure the efficient implementation of the Programme and strengthen the implementation capacities of the participating institutions (Measure II: Institutional Strengthening);
  3. The financing of the Support and Monitoring Consultancy (CAM), which will support the FCP and the other participating institutions in the implementation of the measures and verify the adequate use of resources (Measure III: Support and Monitoring Consultancy).
Service description: 

The Consultant will provide its services to the FCP and ART in the preparation, implementation and closure of the Programme, as well as in its administration, control and monitoring.

  1. Preparation of the Programme Operating Manual in coordination with the FCP and the ART.
  2. Support to ART in the prioritisation and selection of road infrastructure interventions.
  3. Elaboration of the first Programme Implementation Plan (PEP).
  4. Definition, together with the ART, of the functions of the support staff for each of the participating municipalities and elaboration of the ToR for their recruitment.
  5. Elaboration of the Institutional Strengthening Plan, in coordination with the FCP and ART.
  6. Definition, in coordination with the FCP, of the complaints management mechanism.
  7. Support in the planning, contracting, monitoring and evaluation of the Programme's actions.
  8. Support to the FCP and the ART in specifying, contracting, receiving and settling goods, works and services to be financed in accordance with the rules and procedures of the FCP, KfW guidelines and in compliance with the environmental, occupational health and safety and social standards established for the Programme.
  9. Technical assistance to ART in carrying out the "Do-No-Harm" assessments of the proposed designs of the works.
  10. Technical assistance to the FCP and the ART in the implementation of the three socio-environmental frameworks established for the Programme (MGAS, MCPI and MPR).
  11. Technical assistance to the ART in the definition of the operation and maintenance concepts for the infrastructure measures.
  12. Coordination of activities with the GIZ's "Communal Peace" Programme.
  13. Control and verification of the proper financial administration of all measures financed with programme funds.
  14. Technical verification of the progress of the work in progress.
  15. Verification of the reception and settlement of the executed works and of the Works Maintenance Manual.
Objectives: 

The objective of the Programme is to improve the living conditions and social cohesion of the population in the selected municipalities of the Territorially Focused Development Programme (PDET municipalities). The Programme's direct target group is the population of the selected villages in the municipalities of Morelia, San José del Fragua and Valparaíso in the department of Caquetá where the interventions will be carried out.
