Service description: 
  • Analysis of projects: Cost calculations in order to prepare all relevant documents for decision making on the final choice of the projects
  • Pre-planning (project and planning preparations)
  • Draft planning: Development of the draft planning under consideration of the essential relationships, requirements and conditions (for example urban, creative, functional, technical, economic, ecological, climate change adaptation, physical energy-economic, social, public) based on the pre-planning and as a basis for further service phases and the required public approval
  • Execution planning
  • Preparation of tendering for construction projects
  • Pre-qualification of bidders
  • Comparison of award/tender results with the priced BoQ (engineer's estimate) and the cost calculation
  • Assisting in the tendering awarding process for construction projects
  • Project monitoring (construction monitoring/supervision and documentation)
  • Procurement of material goods (local and international)
  • Bill of Quantities
  • Capacity development: on-the-job-training (e.g. close involvement of Governorates' project personnel in certain project  steps) and provision of technical inputs  to  capacity  development  measures  to  project  personnel  of  the  Governorates

Objectives: 

Overall objective: The overall objective is to contribute to the local socio­ economic development in the informal areas of the Greater Kairo Region (GCR) by enhancing the delivery of basic services. The action focuses on infrastructure benefiting the poor population of the informal areas and is conducted in collaboration with the local authorities (including holding companies when necessary) and the communities of informal area residents. In order to have a lasting effect on the service provision in informal areas, the action also supports the political partner in developing a strategic and participatory approach to informal settlement upgrading.

Specific objective: The specific objective of the action is to improve the delivery of basic infrastructures and services in nine informal areas in the GCR (Ain Shams, Ezbet El-Nasr, Matariya, Masaken Geziret El-Dahab, El-Warraq , Old Boulaq, Qalyub, Khosoos and Shubra El Kheima). This will be achieved by constructing up to 35 medium scale infrastructure measures (e.g. educational- and health-buildings, open air facilities, traffic/ transportation facilities, roads, walkways, street lighting and fire hydrants, water and wastewater systems as well as the rehabilitation of existing buildings and structures), selected through application of an integrated participatory urban development approach.

Result: 

The main group of target beneficiaries are the urban poor living in informal settlements in nine selected areas of Greater Cairo Region. Especially the promotion of women and youth in these areas will be addressed to remedy some of the disadvantages that these groups of the poor urban population are exposed to. The design of the infrastructures is based above all on the principle of benefitting the local residents of the project areas (target group).
