Project description: 

This TA will be implemented in Serbia, in cooperation with MoESTD, the main promoter and counterpart of the Project, represented by a PIU established within the Public Investment Management Office (PIMO), an agency of the Government of Serbia (GoS).

In their development plans, technical faculties plan to modernise the teaching and educational process through the introduction of new study programmes that are in line with world trends in the field of technology, science, labour market needs. These initiatives for the construction of new infrastructure in higher education in the Republic of Serbia are among the strategic priorities of the Government in the coming period and are extremely important for the process of modernization of studies and internationalization of study programmes.

One of the primary problems of Belgrade University is the lack of space for the needs of the Faculty of Electrical Engineering (ETF). This has been a long-standing issue and is further aggravated by the development of new disciplines, the introduction of new study programs, and increased student interest for enrolling in this school.

In addition, much of the available space is located in buildings dating from 1932 to 1955 and in need of rehabilitation to reach contemporary standards of security, accessibility, energy efficiency and other environmental standards and also to lower operational costs, primarily energy costs. 

Service description: 

The TA is focused on the sub-project Electric Engineering and Technical Faculties Campus in Belgrade (EETFC). Its purpose is to complete the preparatory step preceding and allowing a final decision on investment to be made, and to prepare the conditions for the final phase of preparatory activities.

The TA includes the preparation of design documentation for the first project phase up to the level of the feasibility study, all fully compliant with the requirements of the financial institution, concerning environmental and social safeguards, climate change impact and procurement rules. The TA will also provide specific studies, such as ESIA, geotechnical investigations and geodetic survey. The design documentation shall be provided at the level of Preliminary Design, which corresponds to the requirements of the national legislation.

The Consultant will deliver the following results:

  • Completed design competition procedure and obtained architectural concept designs;
  • Supporting technical studies and surveys – geodetic survey and geotechnical investigations;
  • Revised architectural concept design and developed urban design;
  • Preliminary design;
  • Technical report on rehabilitation of existing buildings;
  • Environmental and Social Impact Assessment; and
  • Feasibility study.
