Project background: 

The town of Gulu, positioned at the crossroads to South Sudan and DR Congo, is the administrative and commercial centre of Gulu district in northern Uganda. Gulu town is currently one of the five biggest towns and one of the fastest growing towns in terms of population in Uganda. The municipality of Gulu and the surrounding districts have been particularly marked by the civil war against the Lord’s Resistance Army. The project area in and around Gulu is still in post conflict mode. The municipality and population of Gulu struggle with intense urban poverty, as well due to the fact that numerous internally displaced persons (IDP’s and refugees) settled in the municipality, in informal settlements. The "lntegrated Programme to lmprove the Living Conditions in Gulu and Small Towns En Route in the Victoria Nile Catchment"addresses the urban infrastructure requirements within the project area, based on an integrated planning approach.

GOPA Infra acts in cooperation with FWT as Engineering and Institutional Consultant with the overall IPILC programme.

Service description: 

GOPA Infra ensures the role of the accompanying measures and delivers support to all project components implemented by Fichtner Water and Transportation as lead company. GOPA Infra's technical assistance team intervenes cross cutting within the four project components and is fully responsible for the following working packages:

Component 1: Water supply and sanitation

  • Setting up of legal and financial mechanism for the construction of on-site sanitation facilities;
  • Dissemination of private on-site sanitation facilities; and
  • Elaboration and implementation of social marketing campaigns (safe water, on-site sanitation and faecal sludge management).

Component 2: Solid waste management (SWM)

  • Elaboration and implementation of social marketing campaigns (hygiene promotion and SWM); and
  • Check and ensure locally adapted legal and institutional framework for the set of the SWM plan.

Component 3: Urban development and support pro-poor infrastructure development - physical measures

  • Technical assistance to the Gulu Municipal Council for the implementation of physical development/district development plans; and
  • Set up and manage a disposition fund for financial participatory approaches.
Objectives: 

The overall objective is to improve the access to affordable and sustainable water supply and sanitation services to the population of Gulu, with a special focus on the poor urban population.

Specific objectives:

  1. Provide affordable, safe water supply to the population of Gulu with focus on those in informal settlements;
  2. Ensure hygienic, ecologic sustainable basic sanitation;
  3. Provide working solid waste management facilities to improve the hygiene situation; and
  4. Provide working surface drainage measures to improve flooding situation in concerned area.
Result: 

Results to be achieved by the EIDC:

  • Setting-up and managing a long-term funding mechanism for on-site sanitation and hygiene promotion;
  • Prepare and disseminate information on hygiene, sanitation and water supply to the concerned population;
  • Detailed design, preparing tender documents, assisting in tendering, supervising works and assisting in the defects notification period for bulk water supply measures; converting public stand posts to pre-paid meters;
  • Preparing solid waste management (separately for faecal sludge management and the other waste fractions) and sustainable surface drainage concept;
  • Detailed design, preparing tender documents, assisting in tendering, supervising works and assisting in the defects notification period for solid waste and surface drainage measures;
  • Preparing a physical development plan; and
  • Organise and manage a disposition funds for carrying out small-scale community-based projects.
