Project description: 

Overall prroject volume: 10.47 mio. EUR

Project components comprise: (i) scholarships (component A); (ii) community training (component B); (iii) institutional strengthening (component C); (iv) infrastructure and equipment (component D); and (v) consultancy services to support the URL in the implementation and monitoring of the project.

The project will be implemented in the URL campuses of Huehuetenango, Quiché, Alta Verapaz, Zacapa and at the URL in Jutiapa. Additionally, the region covered by the Trifinio Plan (border areas of Guatemala, Honduras and El Salvador) will be included.

The overall project value amounts to 10.47 million EUR.

Service description: 

The activities to achieve the objectives of component D include:

  • Support to the URL in the design and implementation of the bidding procedures and the award of contracts according to the guidelines of the KfW Development Bank for the bidding of goods and services and in compliance with the applicable environmental and social standards.
  • Support to the URL in campus design and planning, technical supervision of construction and its equipment to be built within the framework of the project and in compliance with bioclimatic architecture design standards.
  • Technical advice to URL in the implementation of environmental regulations for the infrastructure component to ensure compliance with environmental requirements based on national and World Bank legislation, EE, environmental, social and occupational health and safety standards.
  • Preparation of an operation and maintenance concept for the constructed work including an Environmental and Social Management Plan (ESMP); ESIA and PPP.
  • Environmental, soil, hydrogeological or other impact studies required for construction.
Objectives: 

The general objective of the project is to contribute to reduce the gap in access to higher education for the population with limited economic resources and/or indigenous people in the area covered by the project. The Rafael Landivar University (URL) and the Trinational Commission of the Trifinio Plan (CTPT) participate in the project as an executing entity and as a political representative.

  1. Support to the URL in the planning, implementation, monitoring and documentation of the project.
  2. Development in coordination with the CTPT, of the education strategy in the framework of the Trifinio Plan, including a participatorying process for the development of the strategy in the Trifinio region.

The specific objective of component D is the construction of a new regional campus in Jutiapa that complies with bioclimatic architecture and energy efficiency concepts.
