Project background: 

In 2012, the GHG emissions of the waste sector in Brazil amounted to 29 million tons of CO2eq. Due to rising waste volumes and an expansion of landfills, the GHG emissions will multiply even with increasing landfill gas utilisation.

Service description: 

Work-package I: Development of decision-making tools for municipalities and the private enterprises involved in the implementation of climate-friendly waste management measures

  • Collection and evaluation of worldwide decision-making tools for waste management activities, especially which consider the GHG parameters; and
  • (Further) Development or adaptation of decision-making tools for waste management measures, which considers a GHG reduction.

Work-package II: Training of project developers, consultants, municipal representatives, etc. in coordination with the implementation partners and relevant intermediaries on climate-friendly waste management measures and national and international financing options

  • Structuring of a capacity development program (strategy and methodology, selection of partners) for project developers, consultants, municipal representatives, etc.;
  • Adaptation/development of training materials of the capacity development programme; and
  •  Implementation of training.

Work-package III: Support and dissemination of best practice examples of climate-friendly waste management

  • Identification and selection of existing best practice initiatives of climate-friendly waste management in Brazil through a public selection process;
  • Support for the selected best-practice initiatives of climate-friendly waste management in Brazil;
  • Preparation of lessons learned from existing best practice initiatives of climate-friendly waste management in Brazil and promotion of regional exchange between the managers of the initiatives and municipalities in the region; and
  • Consolidation and dissemination of supporting arguments for municipalities on "GHG emissions in the waste sector" based on best practice examples in order to prepare and implement measures.
Objectives: 

Neither in the national climate policy nor the INDC, Brazil has formulated specific GHG reduction targets for the waste sector. Therefore, the IKI-project aims to contribute to the improvement of the conditions for the exploitation of the mitigation potential of the climate change of the waste sector. The project entails three specific objectives/outputs:

Output 1: The Environment and the City Ministries integrated climate-relevant parameters in national Regulations for waste management.

Output 2: The institutional and human capacities of municipal actors for a climate-friendly and resource-efficient circular economy are strengthened.

Output 3: Through exchange (studies, network, and research projects) between scientific institutions in Brazil and Germany, the know-how in the climate protection potential of waste management in Brazil is anchored.

GOPA Infra is responsible for the Output 2 with the following objective: “The institutional and human capacities of municipal actors for a climate-friendly and resource-efficient circular economy are strengthened.”
