Project background: 

C40 is a network of the world’s megacities committed to addressing climate change.  Therefore C40 supports cities to collaborate effectively, share knowledge and drive meaningful, measurable and sustainable action on climate change. In 2015, the C40 Cities Finance Facility was jointly presented by the German Federal Ministry for Development and Cooperation (BMZ), the C40 Cities Climate Leadership Group (C40) and the Inter-American Development Bank (IDB).

Project description: 

The cities of Bogota (Colombia) and Mexico City (Mexico) are supported by the CFF as part of a pilot phase. GOPA Infra acts as the consultant for the technical assistance to enable sustainable financing of urban climate change investments of the two pilot projects. In Mexico City for example, the CFF will foster the implementation of a 22km long bus lane which includes 80 new electric busses to cover the average of 430.000 passengers per day.

Service description: 
  • Develop and implement individual technical assistance road maps jointly with the city administrations and implement individually agreed capacity development plans incl. institutional/ regulatory/ policy measures;
  • Technical development of cities’ proposed infrastructure projects, assessment of finance options, development of financial models and financing structures, support the development of procurement processes;
  • Provide further assistance in engineering design and planning for the proposed transport projects and associated sustainable urban developments;
  • Technical assistance to enable sustainable financing of urban climate change investments of the two pilot projects;
  • Cooperate with higher-learning institutes, city networks and other initiatives in order to develop and disseminate knowledge products;
  • Support the CFF Delivery Unit in the design and implementation of a standard training module and related learning material to support other cities to learn from the CFF supported cities and implement similar projects and therefore become centres of innovation and learning.
Objectives: 

The aim of the CFF is to support C40 cities in developing and emerging countries by the design and the implementation of pilot projects that help to tackle climate change issues.
