Service description: 

 Scope related to overall project management

  • Coordination of all activities with the project management team established by the PIU, establishing of a monitoring and evaluation system
  • Project management manual, verification of the agreed procurement procedures, regular reporting of the project progress, financial management of the project funds, ensure that payments to contractors are being settled, establish the statements of expenditures, ensure a periodical audit of the disposition fund

Consultant´s scope related to implementation of the project (implementation concept, construction work, supply of goods)

  • Inception Phase and implementation concept: Baseline analysis, critical review of the findings of the existing studies and recommendations, inception workshop
  • Waste Management Operation and Implementation Plans: implementation strategy, collection, transport and storage concept, waste prevention and reduction measures, recycling measures, final disposal of non-recyclables, alternative disposal options, preliminary design of the proposed installations/investments, required equipment and facilities, operation concept, awareness raising and information, pilot projects, monitoring and evaluation, required staff including task descriptions, detailed cost estimation and budgeting, procurement of goods, works and services, a detailed annual work plan, updated cost & financing plan, procurement list
  • Assessment of financing options to ensure financing of the operation of the system to keep the financing need via government money to an affordable level
  • Market sounding to determine the interest of the private industry not only to operate the new waste infrastructure but also to take over the detailed design and construction of the facilities according to the DBO Contract
  • Environmental and Social Impact Assessment
  • Procurement and Supervision of DBO-Contractor

Objectives: 

The purpose of the Project is to protect National Parks against the impacts of increased waste generation so that they continue to be competitive tourist destinations which economically benefit the inhabitants of the regions concerned. The target group of the project are all users of all national parks in Namibia. Specifically, these are MEFT and NWR personnel stationed in the respective parks, employees of the lodges in and around the NP´s, tourists and residents of the protected areas and areas in the vicinity of the parks. The Project shall finance predominantly the investments required for the establishment of waste management systems in the National Parks, but not for the operational cost. The operational costs that arise from DBO Contract shall be covered from the national budget and shall be considered in the yearly budget planning of the Employer. The following major activities shall be financed out of the financial contribution:

  • Development of waste implementation and operational plans including procedures and job descriptions
  • Construction of recycling and waste management infrastructure for the National Parks including surrounding private lodges and settlements and procurement of required equipment
  • Execution of pilot projects;
  • Removal or rehabilitation of existing dumpsites and waste heaps / clean-up campaigns during project implementation
  • Establishment and qualification of an adequate organisational structure capable to cope with waste management requirements for the National Parks and adjacent areas.
  • Development of awareness raising information and education programmes on waste avoidance, minimisation, recycling and proper waste management
  • Consulting services for project implementation and project-related qualification and training

The waste management measures shall be implemented in the following national parks: Etosha, Namib Naukluft, Skeleton Coast, Bwabwata, Mudumu, Nkasa Rupara.
