Project description: 

The Lusaka Sanitation Programme was instituted to provide adequate sanitation facilities to the urban population of Lusaka. Four funding agencies are cooperating to provide the necessary funds to undertake the Lusaka Sanitation Programme (LSP).

Overall, the programme will have a total budget of EUR 240 million. This component of the programme is funded by WB. The design of the FSM plant was developed as part of the project “Detailed design, procurement and supervision of sewerage works under AfDB component of the Lusaka Sanitation Programme”, a contract also implemented by GOPA Infra since April 2017.  

The scope of the works covered under this assignment includes the construction supervision of the Faecal Sludge Treatment Plant (FSTP) at Manchinchi, which is designed for 18m3/day pit latrine sludge and 95m3/day septic tank sludge, with:

  • Sludge pre-treatment (screening and sand removal),
  • Primary treatment in the settling thickening tank (STT) and biogas digester (BGD),
  • Secondary treatment in the sludge drying beds and effluent treatment in the planted filter bed (PFB).
  • The sludge treatment is achieved by static thickening of the primary sludge, mesophilic digestion, biogas recovery and dewatering by sand filtration and evaporation.
  • The treated sludge as the end product can be used in the agriculture.

The total investment cost of the FSM is 1,124,000.00 USD

 

Service description: 

Construction supervision:  Pre-construction activities, contractor's submission and approval, contractor's commencement, general supervision of works, day-to-day supervision of works, record keeping and reporting, monitoring and control of contractors ESHS activities, meeting and liaison with stakeholders, progress monitoring (monthly and quarterly), measurement of works, interim payments, checking and ensuring quality of works, procedures for non-conformance, advising on design changes and variations to contractor, managing claims and assisting in dispute resolution, additional costs, environmental management plan, as-built drawings, O&M manuals and training, monitoring and verify all tests on completion and taking over, draft construction completion report.

Defects notification period:  Issue performance certificate, review of snags (part-time assignment), inspection of works (part-time assignment), final payment certificate, final construction report, project close-out.  

Objectives: 

The objectives of the LSP are to increase access to sustainable sanitation services to Lusaka’s residents, especially the urban poor and to strengthen LWSC’s capacity to manage sanitation services.
