The assignment of the Consultants covers the following tasks:
Detailed design: Develop planning base, review of past studies, field investigations, updating of maps and drawings of existing facilities, assessment of existing infrastructure, define planning and design criteria, define final scope of works, Inception Report/Scope of Works Report, detailed design activities, terrestrial survey, geo-technical and soil investigations, preparation of site plans and layouts, interpretation of flow measurement, demand scenarios, hydraulic model, technical design calculations and drawings, technical specifications, BoQ, confidential cost estimates, implementation schedule, draft/ final Detailed Design Report, draft/ final Tender Documents, Project Management Manual, Quality Assurance Manual), preparation of ESIA and ESMP for all project components (under a separate contract agreement).
Tendering period: Invitation to bidders, assist during tender period, tender evaluation, assistance during contract negotiations and contract award
Construction supervision: Pre-construction activities, contractor's submission and approval, contractor's commencement, general supervision of works, day-to-day supervision of works, record keeping and reporting, monitoring and control of contractors ESHS activities, meeting and liaison with stakeholders, progress monitoring (monthly and quarterly), measurement of works, interim payments, checking and ensuring quality of works, procedures for non-conformance, advising on design changes and variations to contractor, managing claims and assisting in dispute resolution, additional costs, Environmental Management Plan, as-built drawings, O&M Manuals and Training, monitoring and verify all tests on completion and taking over, Draft Construction Completion Report
Defects notification period: Issue performance certificate, review of snags (part-time assignment), inspection of works (part-time assignment), Final Payment Certificate, Final Construction Report, project close-out
