The outputs will be as follows:
Part I
Outcome 1: Functional social infrastructure, social services restored;
Outcome 2: Functional economic infrastructure; and
Outcome 3: Revitalized productive sector.
Part II
Outcome 4: Sensitivity of interventions to local conflict dynamics ensured.
The financial contribution from the FCP III amounts to EUR 70 million and is intended to finance the following activities:
- Reconstruction and equipping of social infrastructure (including related technical, social and environmental studies);
- Reconstruction of economic infrastructure (including related technical, social and environmental studies);
- Income-generating activities in the agricultural and livestock sector (including related studies);
- Accompanying measures for HIV/AIDS and conflict prevention;
- Information campaigns on the FCP III;
- Mid-term studies and audits;
- Final evaluation of the impact of the FCP III; and
- Planning, management and monitoring by a Manager.
PVJ component
In view of the problems encountered by the phenomenon of juvenile violence ("Kuluna"), the Congolese government has asked the German Cooperation to support it in initiating a programme to prevent juvenile violence. During the 2012 inter-governmental negotiations, the German government contributed EUR 10 million through the Financial Cooperation for the implementation of such a programme.
The overall objective of the PVJ will be to improve social cohesion ("culture of peace") and thus contribute to the prevention of youth violence in Kinshasa through an integrated and participatory approach.
The specific objective is to improve young people's life prospects through the use of new infrastructure and the strengthening of their professional and social skills. The specific objective is to create sustainable opportunities for young people by taking advantage of the appropriate use of the infrastructure provided during the programme in their professional and social lives. Their skills will be strengthened and beneficiaries perceive the opportunities for participation offered.
The parts and outputs will be as follows:
Part 1: Youth infrastructure (volume about 42% of the total PVJ cost): construction or rehabilitation of infrastructure that meets the specific needs of young people (integrated youth centres, youth centres, sports fields, training centres, etc.).
Outcome 1: Young people and the rest of the population in the intervention areas have access to improved infrastructure.
Part 2: Vocational training and access to employment (volume approximately 18% of the total PVJ cost): This component aims at the economic integration of young people through programmes promoting access to employment. In the short term, jobs will be created by involving young people in the construction/rehabilitation of infrastructure (labour-based approach) of Part 1, while in the long term, the PVJ will increase the employment potential of young people through vocational training and post-training monitoring and support.
Outcome 2: Young people in intervention areas have more opportunities for vocational training.
Part 3: Accompanying measures and social capacity building (volume about 12% of the total PVJ cost): This part provides for social support measures and youth capacity building. The systematic involvement of do-no-harm (DNH) aspects in all activities of the PVJ component will also be part of this sub section. In addition, a Community Development Fund (EUR 300,000) (the "Fund") will be created to facilitate the participation and ownership of young people and communities.
Outcome 3: Young people in intervention areas have more opportunities for social support and participation.
