The overall objective of the joint German TVET programme is to increase the sustainable (self-) employment of skilled workers. The specific objective is to increase the number of qualified graduates in the TVET institutions benefitting from the FC support. Three outputs are to be achieved:
- at least six public TVET institutions shall be rehabilitated, extended and equipped according to competency-based training (CBT) standards and provide the relevant training;
- the management of the institutes supported is sufficiently strengthened to maintain an efficient and sustainable operation of the schools; and
- development and testing of a concept for an output-based transfer of public funds to private vocational schools.
Target group of the programme are graduates having completed nine years of basic education, students from the poorer segment of the labour force, drop outs of the academic education system as well as the socially vulnerable.
