Project description: 

The sector of Technical and Vocational Education and Training (TVET) in Rwanda has been supported by German Technical Cooperation (TC) since several years (focal area “sustainable economic development”). The Workforce Development Authority (WDA) under the Ministry of Education (MINEDUC) has been established in 2009. The main tasks of WDA are to promote development and to improve the skills and competencies of the Rwandan workforce with the aim to increase their competitiveness and employability through vocational training.

The overall investment volume is € 4.5 million. End of project concerning equipment is scheduled to be March 2019.

Service description: 

Component 1: Assist WDA and TVET institutions in programme implementation

  • Selection of TVET institutions and priority trades /training areas;
  • Support TVET management in development/review of strategic and financial development plans;
  • Conduct baseline and impact study;
  • Elaborate maintenance concept;
  • Propose measures to raise revenues and reduce costs; and
  • Elaborate financial management planning tool.

Component 2: Supply of TVET equipment

  • Elaborate specifications and support tender process;
  • Provide support during delivery, installation, testing and commissioning; and
  • Deliver initial user training for new equipment.

Component 3: Modernisation of 5 TVET schools

  • Elaborate detailed specification and support tender process; and
  • Assist WDA in supervision and implementation of construction measures.

Component 4: Concept development and implementation of an innovation fund (€100.000)

Objectives: 

The overall objective of the joint German TVET programme is to increase the sustainable (self-) employment of skilled workers. The specific objective is to increase the number of qualified graduates in the TVET institutions benefitting from the FC support. Three outputs are to be achieved:

  1. at least six public TVET institutions shall be rehabilitated, extended and equipped according to competency-based training (CBT) standards and provide the relevant training;
  2. the management of the institutes supported is sufficiently strengthened to maintain an efficient and sustainable operation of the schools; and
  3. development and testing of a concept for an output-based transfer of public funds to private vocational schools.

Target group of the programme are graduates having completed nine years of basic education, students from the poorer segment of the labour force, drop outs of the academic education system as well as the socially vulnerable.
