Project description: 

This project ties in with technical cooperation support for Afghanistan which has been ongoing since 2008 in the water sector and will be continued in the following phase with new emphasis in content.

Field of action 2 of the GIZ water programme includes advising operator structures in the area of drinking water and sanitary supply in Afghan Urban Water Supply and Sewerage Corporation (AUWSSC) as well as in the regional Strategic Business Units (SBUs) of the six major cities (Kabul, Mazar, Herat, Kunduz, Jalalabad, Kandahar) and their local sub-SBUs.

AUWSSC was established by presidential decree in 2009, according to which AUWSSC became a formally independent corporation for the provision of payable, reliable and sustainable water and sewage services.

The operators’ operational capacity should be developed my means of expert and process advice as well as training measures and the procurement of material assets in order to improve operational efficiency and drinking water and sanitary services.

Service description: 

Further improvement in the operations of AUWSSC and the SBUs

  • Support to AUWSSC in implementing the “Action Plan (2016-2021)”;
  • Advice to AUWSSC on developing a due diligence methodology;
  • Expansion of financial information management system (FIMS) and customer information management system (CIMS) in all SBUs where the requirements are met;
  • Development and introduction of an Asset Information Management System (AIMS);
  • Support to AUWSSC on improving competence in the area of surface water treatment;
  • Establishment of a water quality department and development of a laboratory concept; and
  • Further improvement of the SBUs’ competences in systematic water loss reduction and advise to AUWSSC and the SBUs on optimising network operation.

Support in establishing the new sewage department

  • Support to all SBUs in establishing a sewage department and developing sewage/faecal sludge concepts centrally from Kabul;
  • Preparation of a sewage and sanitary master plan (MP) for the city of Herat (around 500,000 inhabitants) in cooperation with the local SBU;
  • Support to MUDH and AUWSSC in implementing the FZ-financed sanitation concept study for the city of Kabul; and
  • Support to MUDH with developing a sanitary concept in informal city areas.

Expansion of internal training measures

  • Support to AUWSSC’s human resources department (HR) in developing a human capacity development system;
  • Implementation of training modules in coordination with AUWSSC and the SBUs;
  • Transmission of expert knowledge and practical skills by means of a master trainer or training of trainers module; and
  • Supervision of the rehabilitation of the vocational training centre (VTC) on the premises of the Kabul SBU.
Objectives: 

In particular, the contractor should pursue the following objectives:

  • Further improvement in the operations of AUWSSC and the SBUs;
  • Support in establishing the new sewage department; and
  • Expansion of internal training measures.

Advice should be given in close consultation with AUWSSC head office in Kabul and the SBUs in order to create unified conditions and standards for water provision and sewage disposal or sanitary provision.
