Project description: 

Overall project value: EUR 43 million

The financial cooperation programme consists of the following components (results) which are in close synergy with the technical cooperation programmes and will be implemented in different phases:

Phase 1 (covered by this contract)

  1. Campaigns of large flow rates drilling (>7 m³/h) in the towns and their surroundings of the four programme regions (selected towns: Bama, Banfora, Bérégadougou, Dandé, Diébougou, Houndé, Mangodara, Niangoloko, Orodara, Pa, Péni, Sideradougou, Sindou, Solenzo, Soubakaniédougou, Toussiana);
  2. Expansion of the water treatment plant capacity of Banfora  from currently 240 m³/h to 600 m³/h;
  3. Feasibility Study (FS): Transfer of treated water between Banfora and Niangoloko and Soubakaniédougou, DN 500, about 60 km
  4. Transfer of raw water from the dam Moussodougou, 4 km DN 600 and 14 km DN 350
  5. Rehabilitation and expansion of the water treatment systems of Banfora, Bérégadougou and Niangoloko (about 300 km DN 65 to DN 300).


Further phases (depending on availability of funding) in the following order of priority

  1. Energy saving measures by using hydraulic power for the water treatment system in Banfora and through solar energy production for the existing boreholes;
  2. Expansion of sewage network of Bobo Dioulasso and commissioning of 450 additional connections to the system (limited to studies);
  3. Support to ONEA in elaborating preliminary and detailed studies, preparing tender documents and in construction supervision;
  4. Carrying out a hygiene awareness programme in the 16 programme towns;

Investment cost: EUR 39 million 

Service description: 

 

Engineering services

  • Technical assistance, project management and in particular management of disposition funds;
  • Preparing feasibility study, preliminary/conceptual design studies for all the program components (phase 1 and further phases) and final selection of measures to be taken within the frame of financing of phase 1 together with the Client and KfW;
  • Preparing detailed design for the implementation of phase 1, ESIAs, Tender Documents
  • Provision of procurement support
  • Construction supervision and  development of ESMMP and H&S procedures for the implementation of phase 1 measures under FIDIC Conditions of Contract (Red/Pink and Yellow Books);
  • Development and implementation of an energy saving and operational cost reduction programme for drinking water production and distribution infrastructure in the 16 programme towns.


Accompanying measures

  • Development and implementation of hygiene awareness campaigns in the 2 towns and villages concerned in this phase (Banfora, Niangoloko and the villages along the water line) aiming at appropriate and sustainable use of drinking water and sanitary facilities through behavior change (promoting the value of drinking water, establishing customer service costs and their sustainable recovery, management and maintenance systems for sanitary facilities etc.);
  • Development and implementation of operation and maintenance (O&M) plans (outlining the management model) for rural water supply systems connected to the water line from Banfora to Panga and from Panga to Niangoloko in the south and to Soubakaniédougou in the north;
  • Monitoring these two preceding measures through carrying out two surveys: one at the beginning of the programme in order to specify the current status and another one at the end of the programme for measuring the impact of these measures, especially on public health (first measure) and on sustainable facility management (second measure)
Objectives: 

The main objective of the programme is to provide the underequipped small and medium towns of the programme region with a sustainable and appropriate infrastructure for water supply and sanitation, which is operational during the whole year.
