Project description: 

The project realised rural water supply systems in the districts of Sumba Barat, Sumba Timur, Timur Tengah Selatan, Alor and Ende through the implementation of an open, demand-driven concept with emphasis on community participation.

The project was divided into a FC component and a TC component. The FC component basically included the planning, construction, rehabilitation and support for O&M of water supply systems.

The project implementation comprised the following three phases:

  • selection and application approval phase;
  • implementation phase; and
  • operation phase.

In the course of the project, 41 gravitational water supply systems and 21 dug wells serving approximately 65,000 people were constructed under the project and are in operation, including the multi-village system Kodi which presently supplies around 15,000 inhabitants. In addition, 210 toilets and 200 bathing and washing places were finalised with support from the project. Some 1,000 villagers built their own sanitation facilities without any financial support (CLTS – Community Lead Total Sanitation).

Service description: 
  • Establishment of a Project Implementation Unit (PIU) in each District;
  • Support to local government in identification of the water sources and qualified villages for the extension, rehabilitation or construction of water supply facilities: Analysis of existing sources and review of available data; information about options for low-cost on-site sanitation systems; management of facilitators; approval of target locations; information campaign;
  • Support to local government and villagers in assessing the feasibility of the systems: Identification of possible technical solutions and protection measures for catchment areas for springs and wells; preliminary cost estimation for construction and O&M; preparation of feasibility reports; decision making for desired options;
  • Detailed design; preparation of tender documents for works and supplies and tendering in cooperation with the PIU;
  • Implementation and supervision of construction: Contract and financial management; management of the disposition fund; management of force account works and in-kind contribution; budget control; quality control; handing over;
  • Constitution of water user groups (WUGs); conclusion of cooperation agreements; training of WUGs; assistance in decision making; management of in-kind contribution; training of assistant supervisors;
  • Post-construction support during the first months of operation and maintenance: Training and support in O&M; technical and financial management; support in the protection of water sources; training on safe water use, hygiene and sanitation; final handing over of systems to WUGs;
  • Preparation of information campaigns and implementation of a dissemination mechanism;
  • Compilation of an operation and maintenance manual;
  • Co-ordination of all activities and co-operation with all stakeholders; and
  • Hygiene campaigns and trainings in all districts.
