Project description: 

In the transport sector in Albania, there is an important need to support Acquis-related issues, in particular, administrative capacity, adoption and enforcement of legislation and related investments and to improve infrastructure and administrative capacities in all transport subsectors namely road, aviation, maritime and railways.

The overall objective of the project, accordingly, is to contribute to EU integration of Albania by the full alignment with and transposition of the Transport Acquis in Albania.

Within the framework of the IPA 2012 Programme, the technical assistance project supports the Ministry of Public Works and Transport (MPWT) the National Railway Authority / Albanian Railways and the Maritime Administration in the further development of the legislative and institutional framework in harmony with the EU Acquis.

In addition, capacity building is provided to strengthen administrative, regulatory and technical competences across transport modes.

Service description: 

  • Assistance to improve the legislative and regulatory framework for the transport sector in compliance with EU acquis;

  • Legal gap analysis with focus on the maritime transport sector;

  • Support to the Maritime Administration (to which the General Maritime Directorate is part) in the development and completion of the legal framework toward the EU legislation, drafting and updating of the maritime transport policies and introduction of improved practices and procedures for maritime safety, security and environment protection;

  • Support to the Maritime Administration in the development and implementation of measures to improve standards and level of performance for Albanian flag, in order to reduce detention rate of Albanian ships according to Paris MoU and in antipollution field; and

  • Provision of assistance in the introduction of Port State Control.
