For upcoming project opportunities in Liberia, we are looking for a potential Team Leader. The expert must be willing to travel and/or be based (as per the descriptions below) in the southeast of Liberia.
Task description: 

Together with the support in preparing the methodology for this proposal, the Team Leader (International Long-term Expert Senior Category) will be required for a period of 20 months during the implementation phase to perform the following tasks:

  • Capacity review to supervise works;
  • Preparation of management plans for maintenance supervision services:
  • Working with community-based organisations;
  • Monitoring supervision consultants and works contracts;
  • Management and approval of interim payment requests from SMEs/ rural community-based organisations;
  • Establishment of reporting and management systems for multiple small contracts;
  • Setting-up of work site record systems;
  • Assistance in contractual dispute resolution;
  • On-the-job training;
  • Collection and sharing of data for network management;  and
  • Preparation of annual procurement plans.
Qualifications: 

Education: BSc or equivalent in Civil Engineering.

General professional experience: 20 years professional experience in highway design, construction, and maintenance (sealed and gravel roads in developing countries)

Specific professional experience

  • At least two previous assignments as Team Leader with involvement in the financial management of programmes and preparation of bids for works and services and involvement in planning and management of road maintenance;
  • 15 years experience in preparation of annual maintenance plans and management and supervision of small works contracts (proven with reference projects from previous assignments);
  • 15 years experience in working with tender documents and tender processes in various environments especially with respect to road works contracting (proven with reference projects from previous assignments); and
  • 15 years experience in development and implementation training and leading stakeholders to build capacity in planning and tendering (proven with reference projects from previous assignments).

Leadership/management experience

  • 15 years experience in supervision, programme management, works management, design, with either a contractor, consultant, civil service or agency (proven with reference projects from previous assignments);
  • 15 years experience in leading teams, supervisors and beneficiaries of a project (proven with reference projects from previous assignments);
  • 15 years experience in reporting skills and interpersonal skills to manage and resolve conflict and build consensus on the job (proven with reference projects from previous assignments); and
  • 15 years of ability to analyse performance and discern the causes of problems in managing works and proposing and implementing solutions (proven with reference projects from previous assignments).

Regional experience

  • Five years experience in roads sector projects in Sub-Saharan Africa.

Other

  • Computer skills to use office programmes, such as Word and Excel ;
  • Previous knowledge of the use of ROMAPS would be a plus; and
  • Public accounting (proven with reference projects from previous assignments).
