Programme Manager (Middle East)

We are looking for Programme Managers for several job openings in the Middle East (Jordan, Syria, Iraq, Lebanon and Egypt) directing and overseeing the activities of single and multi-sectoral programs under international donor financing.
Task description: 
  • Lead, manage, coordinate and supervise the multi-cultural team to meet the programme’s schedules;
  • Strategically manage the programme team during the overall program cycle from early project identification up to project implementation, delegate tasks and responsibilities to specialised experts and team members, review technical appropriateness of proposed activities to ensure continuous progress towards stated deliverables with the required quality;
  • As part of QA/QC and M&E related responsibilities provide ongoing assessment of all activities and propose corrections, if needed.
  • Set engagement strategies and performance standards, monitor progress and review  performance to ensure results are in accordance with agreed-upon quality and timeframes, and report accordingly;
  • Ensure programme activities are performed within the framework of the donors’ environmental and social safeguards and considering the current security conditions at the programme locations.
  • Communicate with and report to the Programme Director on progress and challenges of the programme and all further issues relevant for the smooth and safe implementation of the programme;
  • Liaise with programme stakeholders, as required
  • Prepare weekly, monthly and quarterly progress reports and participate in progress meetings, ensure quality of the reports’ contents and compliance with agreed programme standards;
  • Master’s degree (technical or management related disciplines);
  • Minimum 10-years professional experience in international development, preferably with several years working experience in the Middle East region or under similar conditions incl. working in post-conflict countries;
  • Minimum 8 years of demonstrated management experience, leading multi-disciplinary and multi-national teams through the entire program cycle in different sectors, such as transport, water & sanitation, electricity, health, education etc.;
  • Minimum 3 years of experience managing projects including social and environmental infrastructure, construction, utility service rehabilitation, and/or capacity building of entities in both rural and urban settings;
  • Experience in projects funded by international and development finance institutions such as KfW, EU, EIB, WB etc.;
  • Computer literacy in basic software applications (MS Office, MS Project, Primavera, etc.);
  • Working proficiency in English is mandatory. Proficiency in Arabic is preferred.
