For an ongoing project in the MENA region, we are looking for a procurement officer.
Task description: 

Specific responsibilities and duties

  • Close cooperation with the procurement team and under the direct supervision of the Head of Procurement Section (PSH);
  • Prepare purchase orders (POs) and contracts for the provision of goods and services;
  • Coordinate with the programme section to ensure approvals are granted in a timely manner and in compliance with the procurement and operations procedures and manuals;
  • Follow-up with suppliers to get vetting information as needed;
  • Prepare vetting requests to be submitted to the compliance section;
  • Check procurement forms, specifications and other technical information relevant to procurement procedures;
  • Provide information for the preparation of a suppliers’ database in- & outside of Jordan with regards to procurement services;
  • Maintain a suppliers’ database relevant for the main focus areas such as rehabilitation of public services infrastructure for electricity & water supply, health services, education and food security;
  • Assure full compliance of procurement activities with the organisation’s rules, regulations, policies and strategies;
  • Contribute to the implementation of a sourcing strategy through regular updates of the supplier roster;
  • Monitor all stages of delivery of ongoing procurement processes; 
  • Pro-active support to necessary actions to be taken in the field of procurement improvement;
  • Maintain the filing system in the procurement section;
  • Support knowledge building & sharing via participation in trainings for the operations/ project staff on procurement;
  • Maintain the progress report for the weekly procurement section meetings;
  • Keep record of all bids received from suppliers; and
  • Keep record of all the important dates incl. deadlines and follow-up on the progress reports to ensure the validity periods of both bids and contracts.

University degree in business/public administration, or related technical degree; specialised training in procurement functions and practices is highly desirable;

At least five (5) years of relevant experience:

  • Experience in procurement;
  • Experience in sourcing and/or purchasing goods and services in Jordan relevant for at least one of the main focus areas (rehabilitation of public services infrastructure for electricity supply, water supply, health services, education);
  • Reasonable knowledge of the Jordanian market for goods and services for emergency and rehabilitation aid in other sectors not covered above, including repair and transport services;
  • Experience in using computers and office software packages (MS Word, Excel, etc.)
  • Procurement certificates (e.g. CIPS) would be an asset; and
  • Good communications skills;
Other information : 
  • Under the guidance and supervision of the Head of Procurement Section, the Procurement Officer provides procurement services, ensuring high quality and accuracy of work;
  • The procurement officer promotes a client, quality and results-oriented approach;
  • He/ She works in close collaboration with the procurement team, the operations, programme and projects’ staff to exchange information and to ensure a consistent service delivery;
