For our ongoing project, the Syria Recovery Trust Fund (SRTF), we are currently looking for a monitoring & evaluation associate.
Task description: 

The Monitoring and Evaluation (M&E) Associate’s responsibility is to coordinate and support day-to-day implementation of the monitoring and evaluation of all Fund and project activities, in accordance with the respective Results Framework.  Key responsibilities of the M&E Associate include but are not limited to the following:

  • Apply – and if necessary, recommend adjustments to – indicators and procedures of monitoring and evaluation of the Fund’s efforts, activities and outcomes;
  • Support programme section staff in the development of project results frameworks and M&E plans;
  • Create, adjust, and/or modify field reporting templates, launch these in coordination with the project coordinator, and train relevant staff in the application and use thereof;
  • Review and ensure consistency between field reports for all active recovery projects;
  • Collate field reporting data into one comprehensive overview file;
  • Prepare regular (monthly, quarterly, annual, and other as requested) reports on the results of the portfolio of Fund-supported projects, for MU-use as well as for stakeholders;
  • Periodically supervise the implementation and results of the Fund’s M&E procedures and suggest modifications as required;
  • Create, adjust and/or modify, and analyse field surveys and other tools in assessing project and programme outcomes;
  • Create, adjust, and/or modify thematic maps pertaining to project locations, statuses, sectors, and outcomes, and other maps upon request of the MU management;
  • Contribute and support the Independent Monitoring Agent (IMA) in implementation of their tasks and review of their results;
  • Support the focal point on evaluations and to assist in reviewing the results of both projects and the programme as a whole (incl. internal and external [e.g., midterm] evaluations);
  • Any other duties that may be assigned by the MU management.

Minimum qualifications

  • Advanced university degree (Masters or higher) in social science, planning, public administration, development, or similar;
  • At least 3 years of experience and a proven track record with M&E systems, preferably in major, donor-financed emergency aid or development funds with local partners in developing countries;
  • Sound knowledge of project cycle management and/or results-based management;
  • Strong organisational skills, especially regarding storage and maintenance of digital files;
  • Fluency in spoken & written English, and working knowledge of Arabic.

Additional advantages

  • Competency in GIS (preferably qGIS), including basic Python programming skills;
  • Expert in Microsoft Excel, incl. experience in data cleaning, knowledge of Index-Match and other advanced formulas, creation and use of Pivot Tables, and competency in Visual Basic;
  • Experienced in drafting and/or conducting consumer-oriented surveys, plus know-how of analysis;
  • Experienced in database management;
  • Practical experience of working in an emergency aid and/or development co-operation context in a conflict, post-conflict or fragile state;
  • Experience in working in Syria and/or neighboring countries.
