Description: 
KE3 will support FONPLATA’s Fiduciary Unit to ensure EIB procurement standards are met. Support FONPLATA in contract management & supervision and support with other projects to integrate best practices. Basis will be in Santa Cruz, Bolivia with frequent traveling to FONPLATA member countries.
Task description: 
  • Assist FONPLATA in the preparation of procurement and sustainable development strategies that meet EIB guidelines.
  • Assist the final beneficiary and FONPLATA in preparing project operation manuals, including implementation arrangements and schedule, as well as in contract packaging and procurement planning.
  • Assist in reviewing detailed project reports and bidding documents prepared by the final beneficiary to enhance their quality and meet EIB standards.
  • Under the guidance of the international procurement specialist, assist FONPLATA in procurement activities, including review of evaluation of bids, and preparation of the related evaluation reports, in accordance with EIBs standards and operations manual.
  • Support the international expert in developing capacity building programs including training on procurement, contract management and project supervision for FONPLATA staff and final beneficiaries.
  • Provide other required support to FONPLATA to ensure project readiness of proposed projects under EIB financed project pipeline; as well as in project administration issues, if required.
  • Assist FONPLATA communication team in implementing its communication policy on fiduciary aspects, including advertisement of tenders and publication of contract awards.
  • Under the guidance of the international expert, prepare procurement related sections of EIB documents, including project fiches and monitoring reports.
Qualifications: 

Qualifications and Skills

  • Preferably Master Degree in Engineering, Law or equivalent;
  • Computer literacy including ability to use the advanced functions of MS office to create reports and customised spreadsheets for financial analysis and management reporting purposes;
  • Fluency in Spanish and, and excellent speaking and drafting skills in English are mandatory. The knowledge of Portuguese will be considered an asset.

General Professional Experience

  • At least 5 years of related professional experience in international procurement, tendering and contract management, including preparation of technical specifications and evaluation of tender evaluation reports;
  • Substantial experience in and knowledge of national procurement rules, tendering and contract management in target countries;
  • In depth knowledge of the multi-sector projects in developing or transition countries, preferably in the South American countries, as evidenced by at least 5 years of relevant professional experience.

Specific Professional Experience

  • Experience as procurement specialist in infrastructure projects with preferably at least three different aspects of urban and regional development (social infrastructure, energy and energy efficiency, water, waste, transport, etc.);
  • Experience in capacity and institutional building in procurement and contract management;
  • Knowledge of EIB policies, standards and guidelines in the areas of procurement, environment, social and governance, as well as those of other IFIs would be an advantage;
  • Experience ex-ante and ex-post evaluation of procurement transactions.
