3.5-year full time assignment in the United Republic of Tanzania with 1-year probationary period at outset of the assignment
For the on-going Selous Ecosystem Conservation and Development (SECAD) Programme, an International Chief Technical Advisor (CTA)/Team Leader (TL) is currently sought.
Task description: 

The CTA/TL will work with the associated implementing partners Frankfurt Zoological Society (FZS) and the Worldwide Fund for Nature (WWF) in implementing the programme. (S)he will report to the Selous Game Reserve (SGR) Manager, as well as the counterpart from the Tanzanian National Parks Authority  (TANAPA), and remain in country on a full-time basis. The duty station will initially be in Dar es Salaam; significant travel to SGR will be required during this time, as might relocation to the reserve later in the project (the CTA is envisioned to be based where the SGR Manager is).

Position-specific tasks to be covered by the expert:

  • Advise the Tanzanian Ministry of Natural Resources and Tourism (MNRT) and specifically the management of SGR on the successful overall implementation of the programme;
  • Work in close coordination and cooperation with the members of the project management team (PMT), international, national and local stakeholders including FZS and WWF, under the guidance of MNRT;
  • Oversee the achievement of the programme objectives and outputs in accordance with the contractually agreed qualities, costs and time lines;
  • Manage the disposition fund;
  • Develop infrastructure and equipment maintenance plans;
  • Oversee all infrastructure development and equipment purchases;
  • Act as local primary point of contact for MNRT through SGR, FZS, WWF and KfW.
  • Postgraduate university degree in rural infrastructure development, national park management, landscape planning or a similar field;
  • Proven track record in project management and the interface between natural resource management and infrastructure development (relevant fields are protected area management with a strong focus on infrastructure and rural infrastructure development, as well as integrated rural development, community development and the participation of local communities);
  • Experience working in an international context, i.e. at least 4 different countries;
  • Work experience in Sub-Saharan African countries with similar socio-economic conditions; previous work on infrastructure development within protected areas in (East) Africa; work experience as team leader in long-term in-country assignments;
  • Proven background in management and financial administration procedures of the Kreditanstalt für Wiederaufbau (KfW);
  • Strong coordination and communication capacities with international, local governmental, as well as non-governmental entities;
  • Professional experience with donor-funded projects;
  • Proven capacity with financial cooperation projects (management of procedures, including procurement, partner coordination, reporting, etc.);
  • At least 10 years of practical professional experience in the sector;
  • Proficiency in the English language; basic language skills in Swahili would be of advantage.
