For an ongoing project we are currently looking for an agricultural technologist.
Task description: 


The Syria Recovery Trust Fund (SRTF) was established for the financing of reconstruction activities to rebuild the country and alleviate the suffering of the Syrian people as a result of the on-going conflict. The SRTF was created to provide the international community with a vehicle to offer financial support to the National Coalition for responding to the needs of the Syrian people.

The Management Unit (MU) was established to manage the Fund and its allocations to projects addressing reconstruction, recovery, and stabilization to alleviate the suffering of the Syrian people.

Governing bodies of SRTF are the:

  • Steering Board (SB), with frequent meetings two times a year,
  • Management Committee (MC), meeting every three months,
  • Director General of SRTF (DG).

Key Responsibilities

The Agricultural Technologist (AT) shall be a member of the Programme team of the Food Security & Agriculture Sectors and provide planning, guidance, supervision and management and ensure quality and relevance of the assigned projects for delivery with particular responsibilities to:

  • Report and work under the direct supervision of the Programme Section Head (PSH);
  • Plan and introduce a database on needs (potential and actual) in assigned projects focusing on technical applications in agronomic practices, mechanisation and agro-industrial applications which could achieve a result-based operation and delivery of assigned scope of works;
  • Liaise & collaborate with implementation partners (IPs) on the initiation of project concepts and preparation  of proposals; at all stages of the project cycle the AT must highlight capacity building, aid coordination, good communication and sound management practices so that best practices in community engagement, needs identification, intervention design, project implementation, monitoring and evaluation, transparency and reporting are applied in all projects;
  • Provide the necessary guidance and support to IPs in the collection and elaboration of the necessary data and information for project proposals;
  • Supervise and coordinate with the IPs for timely preparation of proposals for submission, discussion and approval by the PSH;
  • Develop the required methodology and framework under which each project shall be implemented, and provide guidance on good environmental practices and mitigation measures on environmental impact during implementation;
  • Coordinate with the Project Coordinator on project assessment, field staff appraisal on IPs capacity, and situation analysis which have direct impact on project viability;
  • Engage and participate with the programme team colleagues in the project evaluation analysis on benefits and deliverables;
  • Contribute to the preparation of reporting indicators for all project elements of agricultural inputs and services, and the M&E tools in order to enable reporting on the delivery of water services against performance indicators;
  • Provide plans for capacity building and technology transfer to IPs and organize workshops for counterpart organizations (agricultural directorates) in project planning, design, preparation of necessary documentation (BOQs, Specifications, tenders, contracts, etc.);
  • Monitor approved project proposals at respective stages of design, contract agreements, procurement process, and implementation, and report to the PSH on corresponding challenges;
  • Establish key monitoring milestones of project preparation, performance, budgets, and quality assurance on delivery;
  • Prepare reports on project progress as may be requested by the PSH;
  • Attend meetings, as required, and contribute to the Agriculture & Food Security team needs through professional knowledge and “problem-solving” approach.
  • Advanced university degree in agronomy with major in farming technologies, agricultural engineering, or industrial engineering with major in agro-processing systems;
  • Professional accreditation from renown engineering institution is required;
  • Minimum 10 years' work experience in international reconstruction & development sectors of food production and processing systems;
  • At least 5 years of work experience in key management posts in multi-discipline projects including integrated farming systems (production, processing, marketing), agribusiness, contracts management, and institutional capacity building;
  • Computer literacy in engineering and agricultural sciences software applications highly desirable;
  • Excellent proficiency in Arabic and English is required;
  • Working knowledge of any language spoken in the Middle East region countries shall be positively considered.
