Service description: 
  • Data collection on various modes for goods and passengers and data base structure for future up-date;

  • Traffic flows analysis within and outside the CEMAC zone and detailed assessment for main itineraries;

  • Road sector diagnosis including overall current organization, legal framework and following a SWAP analysis methodology;

  • Analysis of main goods transport services main users’, main OD and logistic chains;

  • Goods traffic forcecast;

  • Environmental and sociological impact assessment, mitigations measures for existing and plannedinfrastructures;

  • Maps and GIS;

  • Reports and meeting preparations; and

  • Project management and backstopping.

Objectives: 

General Objective

The study main objective was the development of a community oriented transport policy and for a roads and railways master plan within 2020 and 2025 in CEMAC area.

It should allow the achievement of strategic objectives regarding regional integration for Central Africa’s countries, economic competitive position enhancement and sustainable planning and development.

Specific objectives

In regard to regional integration objectives, the study covered transport services and infrastructure network and aimed at the following:

  • Complete diagnosis of current transport system including all modes: roads, railways, shipping and ports, inland waterways and future development in the medium and long term. The diagnosis will comprise assessment of physical conditions of infrastructure and appraise the overall transport services and operations. Bottlenecks, inefficiencies relating to market organisation failures and their impact on transport cost will also be identified;

  • Goods flows and passengers current demand and forecast at regional level;

  • Drafting a regional community oriented policy paper for 2025;

  • Drafting a roads and railways infrastructure master plan for the CEMAC region until 2025.
