The environmental managment programme comprised four components namely “Pollution prevention and abatement”, Decentralisation of the administration and environmental services”, “Private sector participation in the environmental sector” and “Integrated and sustainable waste management”. It aimed at rendering support of the Tunisian Ministry for Environment, the National Environment Protection Agency ANPE and the National Waste Management Agency ANGED to strengthen capacities to design legal, financial and institutional framework conditions for waste management in order to comply with the national environment and economic development objectives and to allow for an increased participation of the private sector and the population.
The programme was designed for two main phases covering the period from 2003 to 2010. In the first phase (2003 - 2007), the waste management component was focused on support at the national level while during the second phase (2008 – 2010) practical waste management concepts at regional and local levels were implemented.
The implementation of the waste management component was planned in collaboration with the KfW Development Bank.
