Project background: 

In the second quarter of 2003, the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH started the environmental management programme in order to provide technical assistance to the different ministries involved (with a focus on the Ministry of Agriculture, Environment and Water Resources”) and the private sector in planning and implementation of sustainable environmental programmes and strategies.

Project description: 

The environmental managment programme comprised four components namely “Pollution prevention and abatement”, Decentralisation of the administration and environmental services”, “Private sector participation in the environmental sector” and “Integrated and sustainable waste management”. It aimed at rendering support of the Tunisian Ministry for Environment, the National Environment Protection Agency ANPE and the National Waste Management Agency ANGED to strengthen capacities to design legal, financial and institutional framework conditions for waste management in order to comply with the national environment and economic development objectives and to allow for an increased participation of the private sector and the population.

The programme was designed for two  main phases covering the period from 2003 to 2010. In the first phase (2003 - 2007), the waste management component was focused on support at the national level while during the second phase (2008 – 2010) practical waste management concepts at regional and local levels were implemented.

The implementation of the waste management component was planned in collaboration with the KfW Development Bank.

Service description: 
  • Advice to ANPE/ANGED in relation to all waste management topics, in particular to organisational, technical and financial aspects of waste management planning;
  • Development of a national waste management strategy (PRONGIDD);
  • Improvement of the national legislation on waste management;
  • Identification of appropriate sources and mechanisms to finance the waste management services;
  • Functional re-organisation of the municipal waste management sector;
  • Institutional advice to municipalities and regional authorities;
  • Training on all waste management related issues;
  • Establishment and strengthening of the financial management of waste management services at regional and municipal levels; and
  • Identification of possibilities for incorporation of the private sector , e.g. suitable areas for PPP activities.
