You are interested in leading a team of professional experts of the Procurement Sector (PRS) and in providing guidance, supervision and management as well as in ensuring quality and relevance of the needs for projects’ delivery?
Task description: 

Key Responsibilities

The incumbent shall lead the team of professional experts of the Procurement Sector (PRS) and provide guidance, supervision and management as well as ensure quality and relevance of the needs for projects’ delivery in fulfilling its objectives, with particular responsibilities to:

  • Introduce an effective organisational structure in the PRS for achieving a results-based operation and delivery of assigned tasks;
  • Improve the work of each member of the PRS on preparation and implementation of the project tenders collaboration with implementing partners (IPs) and local stakeholders (LSs);
  • Supervise and coordinate the staff of the PRS for timely preparation of tender documents for submission, discussion, approval and publication;
  • On request by the Director General of Operations (DGO), further develop the required methodology and framework under which procurement actions shall be implemented, and recommend revisions as necessary for inclusion in the Procurement Guidelines;
  • Organise and supervise the establishment and maintenance on a database of potential markets and suppliers for goods and services;
  • Coordinate with the programme and the finance sectors in the development of procedures for effective and timely implementation of approved projects;
  • Maintain adherence of tender procedures to Procurement Guidelines and Regulations;
  • Provide plans for capacity building and technology transfer on procurement to IPs and contribute to workshops for LSs in project cycle management, preparation of necessary documentation (BOQs, Specifications, tenders, contracts, etc.);
  • Monitor ongoing procurement processes, and report to DGO on corresponding challenges;
  • Contribute to the production of budgets, cash flow, procurement and logistical needs and work plans, and the timely preparation of required reports on progress of works;
  • Supervise all Procurement Sector Staff and ensure that established procedures in the Guidelines are being followed, as directed by the DGO;
  • Attend meetings, as required, and contribute to the operational needs of projects workload through professional knowledge and “problem-solving” approach;

Reporting

The Chief of Procurement will

  • Prepare and submit progress reports on a weekly basis;
  • Prepare and submit procurement section status and progress for quarterly reports;
  • Adhere to the management regulations on security and confidentiality.

 Supervision and guidance received:

  • The Chief of Procurement shall work under the direct supervision and reports directly to the Director General of Operations.
  • The Head of Procurement section shall also collaborate with and coordinate on procurement issues with other section heads, as required, of the SRTF Management Unit.

  • Practical knowledge and in-depth understanding of countries in-conflict environment;
  • Demonstrate integrity through understanding and application of procurement values and mandate;
  • Expertise in procurement of goods and services for infrastructure rehabilitation, reconstruction and urgent recovery;
  • Understanding and sound judgment in multi-cultural work space;
  • Versatile capacity to deal in situations of challenging physical environment;
  • Good communication skills and ability to negotiate and report on procurement issues.

Management Competencies

  • Knowledge and understanding of risk factors associated with project implementation and procurement in conflict environment, and capacity to identify solutions against or minimizing effect of such factors and events;
  • Ability to communicate, motivate, manage and coordinate a multi-ethnic origin professional team to deliver quality work and meet tight schedules under stressful environment, and a varied cultural context;
  • Capacity to establish priorities, address project issues and needs of staff, and take leading role in problem-solving when situation demands so;
  • Demonstrate trust and confidence in team-work and provide timely response to procurement needs;
  • Professional knowledge and capacity to manage procurement related documentation with accurate standards and quality;

Qualifications/experience/language

Key Qualifications

  • Advanced university degree in related discipline (business administration with major field in contract management and procurement, engineering economics and/or finance,);
  • Professional accreditation from renown procurement institution required, e.g. The Chartered Institute of Procurement and Supply (CIPS);
  • Minimum 10 years professional experience in international reconstruction-development sectors, and solid experience in management of procurement services in diversified assignments in fragile and/or post-conflict environments;
  • At least 5 years of work experience at senior procurement management level, or proven ability to lead a group of expert staff;
  • Expert with an international professional background obtained in long-term assignments outside his country and region of origin;
  • At least 5 years of experience and in operating the procurement systems in major, donor financed emergency aid and/or development funds with local partners in developing countries;
  • Good knowledge of EU- and UN-sanctions rules;
  • Good knowledge of the local, regional and international markets for goods and services for emergency aid;
  • Good communications skills and keen sense of ethics and integrity in dealing with implementing partners, vendors and service providers;
  • Ability and readiness to travel within the Middle East Region;
  • Excellent proficiency in English is required; Working knowledge of any of the languages spoken in the region, (Turkish, Arabic), desirable.

Additional qualifications which shall be considered in favour of the applicant

  • Knowledge of World Bank, United Nations, EU, KfW or other major institutions procurement rules and procedures;
  • Past experience in working in Middle East Region Countries shall be positively considered;
  • Knowledge and experience in working environments of emergency response operations and donors, and participation in multi-discipline project teams shall be positively evaluated;
  • Computer literacy in procurement software applications highly desirable.

Duration of assignment

One (1) year contract with possibility of renewal (based on performance) with a 3-month probation period.
